AI and Entitlement Analysis Disclosure

Prebreak Inc., a Delaware corporation
700 E Redlands Blvd U172, Redlands, CA 92373

Effective date:

Prebreak supports land-entitlement teams by connecting parcel facts, project documents, applicable rules, public records, requirements, schedules, submissions, decisions, and financial assumptions. This disclosure explains how to interpret analysis available through our website, demonstrations, and contracted services. It supplements the governing terms; it does not itself promise a feature, coverage area, release date, service level, or professional service.

Supported scope and review status

Availability varies by jurisdiction, claim type, document format, source coverage, and release. An output should identify its purpose, relevant project and version, source and rule dates, assumptions, exclusions, and review status. Statewide statutory coverage and verified local coverage are separate. Neither implies that every municipal, utility, fire, environmental, title, or project-specific condition has been checked.

Decision-grade means the output meets the defined evidence, testing, review, and release standard for its stated scope. Assisted means qualified review is needed to complete or approve the work. Provisional means the output is useful for scenarios but unsuitable for unqualified external reliance. Unsupported means required evidence or coverage is absent. These statuses are not a guarantee of legal correctness or agency agreement. A disputed input or missing professional determination may require a range, review hold, or refusal to conclude.

AI, computation, and authority

AI may help extract, classify, summarize, interpret, or draft. Deterministic rules and financial calculations serve different functions. AI can omit information, misread a drawing, misidentify a project, or generate a plausible but unsupported statement. A second AI pass is not independent professional verification. Review cited sources and material inputs before relying on an output.

Law, adopted standards, official decisions, agency guidance, informal staff statements, observed practice, and customer assumptions have different authority. A prior approval or customary staff response is not binding precedent or a statutory deadline. A source-backed analysis may still depend on unsettled interpretation, project vesting, law dates, or missing facts. Prebreak is not a law firm or governmental decision-maker.

Yield, pathways, and analytical plans

Maximum Supported Yield means the highest program supportable under the stated objective, pathway configuration, encoded constraints, evidence, and assumptions. It is not an unconditional maximum lawful density, a survey, a title opinion, a capacity commitment, or a buildable design certification. A theoretical legal envelope, constraint-adjusted result, analytical scenario, and professionally confirmed plan are distinct.

Entitlement pathways may combine compatible approvals, protections, elections, and procedures. A recommendation should state the objective, prerequisites, alternatives, tradeoffs, unresolved issues, and required professional review. Lawful optimization does not authorize concealment, inaccurate declarations, sham configurations, or evasion of applicable requirements.

Analytical geometry does not alter or replace an architect’s, engineer’s, or surveyor’s issued source file. Professional adoption, signatures, seals, and certifications remain necessary where applicable. An overlay or screening flag is not a site-specific environmental or engineering determination. The responsible professional must assess study scope, validity, and whether a changed proposal requires an addendum or new work.

Requirements and submission readiness

An uploaded file is not proof that its contents satisfy a requirement. A completed task is not an agency acceptance. Readiness is assessed for an identified gate and the exact package being checked, using dated requirements and the disclosed coverage.

Checks may address applicability, document content, required exhibits, signatures and certifications, plan-version consistency, agency correspondence, studies, forms, fees, or other identified obligations. Each relevant check should disclose pass, fail, manual review required, not applicable, accepted exception, or not covered. Unchecked or unsupported items must not be presented as verified. An accepted internal exception is not a governmental waiver.

Coverage readiness, internal work readiness, package readiness, agency acceptance, and decision readiness are separate. Even a package approved internally for issue can receive an incompleteness letter or additional agency comments. Prebreak does not guarantee first-pass completeness, approval, or the absence of every omission. Before issue, an authorized human must review the package, unresolved findings, required professional approvals, recipient, and delivery method. Preserve an official receipt; a generated package or review-room invitation alone is not proof of filing.

Forecasts, clocks, and financial analysis

P50 and P80 are estimated percentiles for the specified milestone or interval: under the disclosed model or observed cohort, roughly 50% or 80% of comparable modeled outcomes fall at or below the respective duration. They are not confidence intervals for all model error, probabilities of project approval, or commitments by an agency. Check the cohort, sample size, law period, missing data, calibration, borrowed data, and tail risks. A forecast may be withheld when evidence is inadequate.

Statutory periods, documented commitments, customary intervals, model forecasts, and user targets must remain distinct. Check receipt evidence, calendar versus business days, triggering event, holidays, extensions, tolling, hearing schedules, and appeal conditions. A follow-up reminder neither creates a legal duty nor closes an outstanding dependency.

IRR, NPV, carry, residual value, peak equity, and rankings depend on the selected objective and cash-flow assumptions. Missing costs, financing, affordability, timing, market inputs, or taxes can materially change a result. A ranking is not an undisclosed universal “best route.” Review sensitivities and alternatives. We do not guarantee returns, savings, funding, market absorption, or disposition timing. User-supplied probability assumptions remain the user’s assumptions; Prebreak does not generate a single probability of governmental approval.

Updates, records, and human decisions

Live analysis may change when a plan, rule release, source, model, or assumption changes. A dated export may become superseded. A frozen submission package preserves the versions issued at that time; updating live analysis does not silently rewrite it. Check the export’s date, version, review status, and any supersession notice before reuse.

Follow-up messages are drafts for human review. Authorized users must approve external communications, filings, material decisions, and sharing scope. A review comment does not automatically satisfy a requirement or change the operative project record. Sharing with an agency may create public-record implications, and no product label guarantees privilege or confidentiality against lawful disclosure.

Customers retain ownership of their project data and private house knowledge subject to third-party rights. Eligible project materials, usage and outcomes contribute to Prebreak-controlled shared product improvement by default unless the customer opts out or a stricter agreement or legal restriction applies. This does not make private source files or identifiable confidential details available to other customers. The Data Use and Model Improvement Policy and Privacy Policy explain eligibility, settings, prior-learning limits, authorized sharing, export and retention. This disclosure does not reduce Prebreak’s express contractual obligations concerning supported computations, provenance, review, correction, or service delivery.

Questions and corrections

Report a suspected material error to hello@prebreak.com with “Analysis Review,” identifying the output, project reference if appropriate, version, disputed point, and source. Do not send restricted project material through public forms. Use the approved customer support or review process for confidential evidence, and obtain appropriate professional advice before an irreversible project action.
